There are plenty of sources you can turn to to get traffic to your CPA programs online and offline. It will be up to you in determining whether or something is worth promoting online or worth promoting offline. I think it would be in your best interest to promote these programs offline since people are so fixated on the internet.
There are some places you can promote your CPA offer offline. One method is placing door hangers on the door knobs in your neighborhood. This isn't really something people do that often because it's so "traditional" I guess but it's a great way to get some traffic to your site.
You can make your own door hangers or you can purchase a package from a company online or offline.
Depending on what you are promoting, you can hand out flyers to people around the neighborhood as well. Maybe you can set up a booth at a park event and hand out some information about the program you are promoting.
Maybe you are getting paid for sending leads to a job directory like Monster.com. If that is the case, then you can definitely hand out some information at the un-employment office or around the streets.
I know this is a bit of work, but I guarantee you that most of the online marketers aren't even focusing on the offline world of advertising. Since you are promoting a CPA offer, all you have to do is send the traffic to the site and have them fill out information. You can even incentivize the leads if the CPA network allows you to do so.
